ISSUES RESOLVED:
•Library Category Cards - The count includes active items that are assigned to inactive categories (12525 MayerB)
•Course Manager and Course Administrators should not have access to Users > Learning Paths (12667 Internal and IceM)

•Library - Pre-defined search link removes category filter when clicked (12693)
•Library - Search does not clear correctly when clicking the X or the Clear button (12734)
•Library - Delivery search does not clear correctly when clicking the X or the Clear button (12781)
•Course Creation - Record Status doesn't save when creating a course, it is always Active regardless of what is selected (12776 ChapC)
•Dashboard - cannot use # in the dashboard search, though it does work from the Library (12276 HHart)
•Groups - Parameter Import - string length validation is incorrect (12487 ChapC)
